IKI MI webinar: A Kenyan Case Study on Integrated Climate Governance

A Case Study for Integrated Climate Governance: Aligning Kenya’s County Integrated Development Plans with National Climate Change Action Plan

Climate and infrastructure expenditures, de-risking mechanisms, and attracting additional sectoral investments, remains a challenge for both national and sub-national governments in most countries where they are critically needed. Challenges are proving more complex than simply supplying the wanting finance or ramping up new technologies. In many instances, resilience actions on the ground could be improved by better integration of climate governance which could also enable climate finance flows.

In Kenya, climate change response planning is becoming increasingly significant to county-level governance. Unseasonal temperature variations and erratic climate events are leading to local economic crises and are significantly increasing the costs of infrastructure. County-level delivery of services, planning and budgeting is directly affected, making access to finance ever more critical.

County Integrated Development Plans (CIDPs) must inform all spending at county-level. Any funds appropriated outside the county’s planning framework are in contravention of the law, therefore CIDPs have a pivotal role to play in financing climate actions that deliver the Nationally Determined Contributions.

Ms. Edna Odhiambo, the Kenyan IKI MI Country Lead, will share technical insights in this webinar. She will be joined by several Kenyan county government representatives who speak from their experience of planning for and implementing a range of measures on the ground.

The webinar will revisit practical solutions to challenges that were scoped at a Domestic Technical Consultation, hosted in January 2020 in Nairobi by the IKI-MI team, and attended by representatives from the District Counties of Mandera, Lamu, Nyamira, Laikipia, and West Pokot. An institutional mapping report; Aligning Country Integrated Development Plans to the National Climate Change Action Plan provides an overview of some of the challenges encountered at the country level.

LEAD SPEAKER AND FACILITATOR

Ms. Odhiambo is a climate change lawyer, skilled at building partnerships and fostering knowledge diffusion. She instructs courses on Climate Law and Land Use Law at the University of Nairobi, School of Law. She has previously served as a legal consultant in the climate finance and clean energy sectors and is a member of the Kenyan Bar.

Scott Mulleris a climate practitioner with a long track record of building partnerships for low emissions development. He has served as a technical expert with UNESCO and the Convention on Biological Diversity, and has a keen sense of the issues relevant to local government, having functioned as City Director for the C40 Cities Climate Leadership Group in Lima, Peru for five years. He chairs the LEDS GP Subnational Integration Working Group.
