This event examined the benefits and challenges of a more multilateral approach to adaptation and disaster risk reduction.

In partnership with Wilton Park and the Global Center on Adaptation, ODI, SEI and IDDRI convened a high-level dialogue in advance of the UN Secretary General’s 2019 Climate Summit and publication of the first report of the Global Commission on Adaptation.

The dialogue examined challenges and approaches to understanding and addressing transboundary climate risk that result from both the impacts of climate change and the consequences of adaptation (positive and negative) at local and national scales.

Goal and Objectives

The overarching goal of the event was to build a common agenda between practitioners, experts and policy makers that will ultimately strengthen analysis, alignment and ambition on regional and global responses to transboundary risk within the UNFCCC policy process and beyond.

The event aimed to:

  • Critically evaluate the state of knowledge on transboundary risks from climate impacts and the consequences of adaptation (planned and unintended), with the development of a typology of climate-related transboundary risks to lay the foundations for assessing subsequent roles and responsibilities.
  • Draw out concrete opportunities to bring such grounded evidence to bear in the UNFCCC negotiations, other legal frameworks and global agendas, and promote greater coherence within and between them.
  • Stimulate innovative and creative thinking on the broader inputs and measures required to move this agenda forward, including the benefits to national-level actors.
  • Advance a common narrative, supported by a community of practice, to champion adaptation as a global challenge within the Ad-hoc Working Group on the Paris Agreement (APA) and Conference of the Parties (COP) and promote the global cooperation required.
